Foreign Military Financing

The Foreign Military Financing (FMF) program provides grants and loans to help countries purchase U.S-produced weapons, defense equipment, defense services, and military training. FMF is primarily used to fund weapons or equipment purchases; trainng is more often provided under the International Military Education and Training (IMET) program.

The FMF program is governed by

  • The Arms Control Export Act (sections 23 and 24).

    Foreign Military Financing grants may be used to help a country afford Foreign Military Sales and/or Direct Commercial Sales transactions.

    Both the State and Defense Departments have responsibilities in FMS cases.

  • The State Department's Bureau of Political-Military Affairs sets policy
  • The Defense Department's Defense Security Cooperation Agency (DSCA) implements the program
  • Security Assistance Organizations, often known as "Joint U.S. Military Advisory Groups" (or JUSMAGs), comprised of U.S. military personnel, located at embassies overseas, manage FMF cases within recipient countries.
